IconDevelopers allows you to create and edit icons by easily importing images that were created in a graphics program. You can also colorize icons, do batch conversions, and change the size of icons.

IconPackager is available as a part of Object Desktop, and as a stand-alone application. To make sure you have the latest version, it's always recommended to install through Stardock Central.
